After extensive experimentation with dependency version constraints, it has become possible to support Python 3.9. This PR updates `setup.py` for the values of `python_requires` and `install_requires`.
The previous ordering didn't make much sense. Hopefully this is a little bit better.
That release is currently untested, and TensorFlow 2.16.2 only supports up to 3.12 so it is unlikely to work anyway. Let's remove that Trove classifier.
